WhatsApp spyware scandal: Italy targets journalists and activists
Israeli cybersecurity company Paragon Solutions has reportedly cut ties with its Italian clients after allegations surfaced that its spyware was used to monitor WhatsApp users.
According to The Guardian, Paragon Solutions ended its contract after discovering Italy had breached the agreed ethical framework. Journalists and activists critical of the Italian government were reportedly targeted.
The development follows WhatsApp’s revelation that 90 users in multiple countries had been targeted using Paragon’s Graphite spyware – a tool capable of hijacking mobile phones without user interaction. Italy’s government later confirmed that seven of its citizens had been affected, calling the incident “particularly serious.”

Italian Prime Minister Giorgia Meloni’s office has strongly denied any involvement in the spyware campaign, insisting no government-authorized surveillance had taken place against journalists or activists. In response, the National Cybersecurity Agency (ACN) has been tasked with investigating the claims.
However, opposition leaders have demanded accountability. Giuseppe Conte, leader of the Five Star Movement (M5S), said: “Something doesn’t add up. The fact that journalists are being spied upon is in itself of unprecedented severity in a democratic system, and if even a company says it had to interrupt the contract for ethical reasons … this is very serious.” (Cited by The Guardian.)
At least three individuals in Italy have publicly confirmed they were targeted: Francesco Cancellato, investigative journalist and editor-in-chief of Fanpage, Husam El Gomati, a Libyan activist based in Sweden, and Luca Casarini, founder of NGO Mediterranea Saving Humans. Casarini’s organisation has frequently clashed with Meloni’s government over its tough stance on migration.

According to Reuters, WhatsApp detected the spyware attack after analysing hacking attempts on phone numbers linked to Spain, Portugal, Greece, Sweden, Belgium, and other European nations. Victims were infected using “zero-click” hacks, meaning their phones were compromised without any action on their part.
A WhatsApp spokesperson condemned the operation to the BBC, saying:
“This is the latest example of why spyware companies must be held accountable. WhatsApp will continue to protect people’s ability to communicate privately.”

The scandal raises serious concerns about government surveillance and the ethical use of cyberweapons. Paragon Solutions, like NSO Group (creator of Pegasus spyware), insists its tools are meant for counterterrorism and crime prevention.
