Man Who Hid Inside Drain To Take Upskirt Photos Of Passers-By Got Arrested After Pedestrains Noticed His Hair Sticking Out

A 28-year-old man is giving a whole new meaning to the term “dirty pervert” after Japanese police say he hid in a sewer for five hours so he could take upskirt photos of unsuspecting women.

The South China Morning Post reports that Yasuomi Hirai squeezed himself into the sewer in Hyogo, which was only 11 inches wide. He positioned his head under the sewer’s grate.
Police said he drew attention to himself when his hair was caught in the grate and pedestrians noticed what was going on down below.
While the alleged incident took place in August, Hirai was arrested this week for violating local nuisance laws. After a lengthy investigation, authorities say they recovered a smartphone containing the upskirt photos.

Even worse, this isn’t the first time Hirai has been involved in such a deed. Two years ago, he was arrested by police for doing the exact same thing.
The problem of creeps taking upskirt photos in Japan has become such a problem that in May, Kyoto officials revised an ordinance forbidding covert filming to increase the scope of what defines a “public place.”
Previously, schools had fallen outside of the “public place” definition, which helped a junior high school teacher there get off on illegal filming charges in 2012 after he was caught taking upskirt photos of students.
