The initial plot for 9/11 was to hijack 10 planes and additional targets included the FBI/CIA HQs and nuclear plants. All male passengers of the final plane were to be murdered before landing it, where the pilot planned to make a speech.

The article you linked doesn’t really go much into detail about it, but the plane hijackings were part of a much bigger plot called Operation Bojinka, that also included assassinating Pope John Paul II (was originally going to be Bill Clinton), and bombing several planes while they were mid-flight.

This plot, which was planned to be executed in January 1995, would likely have succeeded had Aida Fariscal, a police officer in the Philippines, not decided to investigate a chemical fire due to suspicions caused by recent test-run bombings on Philippine Airlines Flight 434, as well as a shopping mall and a movie theater. The fire that led to the discovery and arrests took place roughly 1 week before this entire plot was going to be executed. For her actions, she was awarded the equivalent of $700 USD. The 3rd phase of the Bojinka plot was later recycled and modified to form the basis of the 9/11 attacks.

One of the men responsible for this plot also planned/executed the 1993 World Trade Center bombing, and is currently serving a life sentence + 240 years at ADX Florence. The other escaped from the Philippines to Pakistan, where he later orchestrated the 9/11 attacks.
