In a bid to advance its cow protection initiatives, Haryana Chief Minister Nayab Singh Saini announced plans to encourage gaushalas (cow shelters) to produce items like paint from cow dung and phenyl, soap, and shampoo from cow urine. He added that the state government would also provide marketing support for these products.

At the Haryana Gauvansh Anusandhan Kendra in Panchkula’s Sukhdarshanpur, various products such as organic paints, havan samagri, pots, bricks, and diyas are already being manufactured using cow dung and urine to support self-sufficiency in cow shelters.

“This year’s budget for cow protection and gaushalas has been increased to ₹510 crore (USD $61.2 million), compared to just ₹2 crore ($225,526 USD) in 2014-15,” Saini said.

The chief minister outlined several measures during the Gau Seva Samman Samaroh in Panchkula. He emphasised that gaushalas are being encouraged to install biogas plants, with technical assistance provided by the government. “We are also promoting the use of promo manure made from cow dung as an alternative to DAP fertiliser. Solar energy plants have been installed in 330 gaushalas, and similar installations in the remaining shelters will soon be completed to make them self-reliant,” he added.
Saini also highlighted the government’s subsidised electricity provision for gaushalas at ₹2 (USD $0.023) per unit. Additionally, he announced plans to earmark all land designated for Gau Charan (grazing) across the state. “Funds collected by panchayats from leasing this land will now be allocated to gaushalas. A roadmap is being prepared to ensure this land can be used to grow fodder based on the needs of gaushalas,” Saini said, while releasing a ₹216.25 crore (USD$2.59 million) fodder grant for the shelters.

Efforts to boost indigenous cattle breeds under the Gau Samvardhan and Gau Sanrakshan Yojana were also discussed. “This will promote indigenous milk production and ensure profitable prices for it. All cows, including calves, heifers, and bulls, will be tagged and monitored online,” Saini stated.

Agriculture and Farmers’ Welfare Minister Shyam Singh Rana also spoke at the event, noting that Haryana’s annual milk production has reached 122 lakh tonnes, ranking the state third in the country for per capita milk availability. “Haryana is the first state to use a combined vaccine to protect livestock from foot-and-mouth disease.
