A global company that was adversely mentioned in the Sh7.8 billion Kenya Medical Supplies Authority (Kemsa) Covid-19 scandal has been named in a secret investigation, accused of tracking, monitoring, and surveilling state actors.

Accenture, a global professional services firm that helps companies improve operations and performance through consulting, technology, and outsourcing services, was exposed in the investigation by Progressive International.

The investigation alleges the company has embedded itself within security states globally, deploying vast resources to surveil populations, bolster the military-industrial complex, and divert public wealth into private hands.

“Our research – spanning over 41 contract case studies across North America, Europe, Africa, and Asia – reveals that Accenture has joined forces with some of the world’s most notorious tech surveillance giants to advance an agenda of extraction, exploitation, and oppression,” Progressive International stated.

Beyond the Kemsa tender, Accenture has also worked with Kenya’s Ministry of Health and Kenya Airways.

Accenture was awarded a contract to supply 12,000 PPEs at an approximate unit price of Sh9,000 each, totalling Sh108 million. However, Kemsa had not budgeted for the procurement.

Media reached out to Accenture for comment on its global operations, but the company had not responded by the time of going to press.

Media’s inquiry sought clarification on the Kemsa tender, as well as the firm’s dealings with Kenya Airways and the Ministry of Health.

Nation can, however, confirm that Accenture has previously partnered with the Ministry of Health on several projects, including the development of a mobile health learning platform and the enhancement of primary care through public-private partnerships.

It has also collaborated with Amref Health Africa to transform primary healthcare in the country.

In February 2022, the Kenyan government tasked Seabury Consulting, a subsidiary of Accenture, to assist Kenya Airways in evaluating restructuring options for its debt.

A June 2021 report by the International Monetary Fund (IMF) recommended that Kenya engage an international consultant to conduct an in-depth financial assessment of Kenya Airways.

“Given the special circumstances and uncertainty facing the global airline industry, Kenya Airways has retained an international aviation expert to assist in defining a set of strategies for its future,” the IMF noted.

The report noted that Kenya Airways had incurred losses in recent years and faced major future challenges.

“Sector-specific expertise will contribute to a better understanding of key trends in the regional and local aviation market, the formulation of a viable business model for Kenya Airways, and ensure all least-cost alternatives for the Exchequer are considered,” it added.

Accenture’s current managing director is Mark Ellis, appointed on 25 March 2025 following the termination of Stuart James Hamilton as director.

Records from the United Kingdom’s Companies House show that until 19 May 2023, the firm was registered as Elfbay Limited before changing its name to Accenture Limited.

According to Progressive International, the firm traces its origins to Arthur Andersen, a disgraced accounting firm implicated in the Enron scandal.

The Enron scandal, an accounting fraud, led to the 2001 bankruptcy of the American energy giant and the subsequent dissolution of Arthur Andersen, then one of the world’s five largest accounting firms.

Following the scandal and rebranding, Accenture was incorporated in Bermuda before relocating to Ireland.

The firm’s financial fortunes rose after being engaged by the US Department of Homeland Security to develop the US-VISIT programme, which created the Automated Biometric Identification System (IDENT), the world’s second-largest biometric database at the time, tracking 200 million individuals.

However, the award of the US-VISIT contract later came under scrutiny amid claims the company had manipulated its way into securing the deal.

In 2010, Accenture secured a contract for India’s Aadhaar programme, now the world’s largest biometric database, covering 1.3 billion people.

In 2015, it developed a biometric identity system for the UNHCR, collecting data on 450,000 refugees in Thailand and Chad.

More recently, it won a contract valued between Sh7 billion and Sh14 billion from Finland’s Migri Immigration Service to automate migration processes.

In addition to the corruption allegations in Kenya, Accenture has faced controversy in other countries.

In Angola, it was linked to money laundering after entering a Sh6.9 billion contract in 2020 with embattled billionaire Isabel Kukanova dos Santos.

In Australia, the company’s Sh2.2 billion border security contract was terminated in 2017 over allegations of poor performance.

In Luxembourg, Accenture was forced to pay Sh25 billion in 2019 to settle tax evasion claims.

In Scotland, its 2013 police IT contract was cancelled, and the firm paid a Sh2 billion settlement. Between 2018 and 2019, the US cancelled a Sh38 billion contract to recruit border agents after Accenture managed to hire only two people.

In 2020, German Defence Minister Ursula von der Leyen faced an investigation over allegations that her ministry favoured Accenture in procurement decisions.
