Goldman Sachs has been threatened with a lawsuit by the Malaysian prime minister, who claimed the bank was “complicit” in a multibillion-dollar embezzlement scandal.

Anwar Ibrahim has said he may sue the Wall Street lender for its role in the 1MDB scandal, which saw billions of funds earmarked for the development of Malaysia stolen by insiders.

Goldman Sachs helped 1MDB raise money and admitted in 2020 that it had played a role in the scandal. The Wall Street bank agreed to repay Malaysia $3.9bn. In exchange, the government agreed to drop criminal charges.

The deal was brokered by a previous government and Mr Anwar, who won the election in November after pledging to make “Malaysia for all Malaysians”, has said the sum was too small.

In an interview with CNBC, Mr Anwar said: “We’ll have to reopen this negotiations with Goldman Sachs, because they were complicit to the crime.

“Unfortunately, they have not been too forthcoming. And we will therefore have no choice but to pursue this.”

He said: “There are other routes to be taken. And I’m not discounting the possibility of proceeding again, the issue [of] lawsuits.”

Mr Anwar acknowledged that a lawsuit in the US would be very expensive for the Malaysian government “but you steal from the people, I will have to get it back”, he said.

1Malaysia Development Berhad (1MDB) was a state investment fund, launched in 2009 by then-prime minister Najib Razak to boost Malaysia’s economy by investing in tourism and green energy.

The fund raised billions of dollars, aided by the likes of Goldman Sachs and Deutsche Bank.

However, insiders including Razak plundered billions from the fund. The US Department of Justice found that more than $4.5bn had been diverted from 1MDB to buy jewellery, luxury homes and artwork in one of the biggest financial scandals in history.

Razak last year began a 12-year jail sentence for his role in the fraud.

Razak’s stepson Riza Aziz, a film producer who helped to finance The Wolf of Wall Street, has also been charged with embezzlement and is scheduled to stand trial in October 2024.

Two former Goldman Sachs bankers have also been charged in relation to 1MDB’s mismanagement.

Roger Ng, a Malaysian-born former employee, was sentenced to 10 years in jail by a Brooklyn court in March.

Tim Leissner, the former Southeast Asia Chairman and managing director of Goldman Sachs, pleaded guilty to conspiring to launder money in 2018 and is awaiting sentencing.

Goldman Sachs declined to comment, as usual.
