Republican Missed Key ‘One Big Beautiful Bill’ Vote Because He Fell Asleep
A Republican congressman missed the House of Representatives vote on President Donald Trump’s sweeping budget package early Thursday morning because he was asleep, Speaker Mike Johnson has said.
“I just want you to know for the record, we really had 217 votes this morning. Andrew Garbarino did not make it in time. He fell asleep in the back, no kidding. I’m going to strangle him. But he’s my dear friend,” Johnson joked at a press conference after the vote.

Why It Matters
In a razor-thin 215—214 vote on Wednesday morning, the Republican-led House pushed through the more-than-1,000-page bill in what was the first major legislative milestone of Trump’s second term in office.
The package, dubbed the ‘One Big Beautiful Bill’ after how the president is said to have wanted his domestic policies passed, included tax cuts and spending increases for defense and security. It was backed by nearly all House Republicans but some conservative critics argued more emphasis should have been placed on reducing the national debt.
What To Know
In addition to New York lawmaker Garbarino’s absence, Johnson explained to reporters that Arizona’s “David Schweikert was going to vote and slipped his card in right at the last minute so it looks like a razer thin margin, 215 to 214 and one present, it was really 217.”
Two Republicans, Thomas Massie of Kentucky and Warren Davidson of Ohio, voted against the budget package whilst a third, Andy Harris of Maryland, voted present.
Democrats were down one House member after Virginia Representative Gerry Connolly, his party’s most senior member on the House Oversight Committee, died on Wednesday morning at the age of 75.
Having passed the House the package will go before the Republican controlled Senate. If passed by the upper chamber Trump will be able to sign the bill into law.
The bill would remove tax requirements from tips for service workers and overtime wages whilst also allowing small businesses to subtract 23 percent of qualifying income from taxes.
Child tax credit increase to $2,500 for each child and index to inflation through 2028, after which it reverts to $2,000.
During his Thursday morning press conference, Johnson urged Senate Republicans to modify the bill “as little as possible.”
He said: “I was honored to be at the Senate Republican luncheon on Tuesday and I urged them to remember that we have a very delicate equilibrium that we’re reached here, a lot of work went into this to find exactly the right balance…and I encourage our Senate colleagues to think of this as a one team effort.”
What People Are Saying
House Speaker Mike Johnson said: “We have 220 Republicans in the House Republican Conference and lots of different opinions, they represent very different districts around the country, very different interests, but the principle and the philosophy is always the same.
“Everybody’s conservative we believe in limited government, we believe in individual freedom and the rule of law and peace through strength and fiscal responsibility and free markets and human dignity, the things that are all wrapped into this bill.”
House Minority Leader Hakeem Jeffries, alongside Party Whip Katherine Clark and Caucus Chair Pete Aguilar released a joint statement: “Today, every single House Democrat voted to stop the largest cuts to Medicaid and food assistance in American history. The GOP Tax Scam rips healthcare and food assistance away from millions of people in order to provide tax cuts to the wealthy, the well-off and the well-connected.
“House Republicans promised to lower costs. Instead, Donald Trump’s One Big Ugly Bill will mean millions of families will pay higher premiums, copays and deductibles. Hospitals will close, nursing homes will shut down and communities will suffer. It will take food out of the mouths of children, seniors and veterans at a time when too many families are already struggling to live paycheck to paycheck.”
What Happens Next
The budget package will next go before the Senate for approval and possible amendment. Any dramatic changes could cause a problem for Johnson, who only got the bill through the House with a wafer-thin majority.
