Infected blood scandal findings β€˜shocking’ – NHS chief

A public inquiry’s findings that the infected blood scandal was β€˜covered-up’ are β€˜shocking’, the Bucks and Berks NHS chief has said.

Dr Nick Broughton said there were lessons to learn from the scandal, which saw 30,000 people in the UK contract HIV and hepatitis C after they were given contaminated blood during the 1970s and 1980s.

β€œThis is an important moment for the NHS,” the chief executive of the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board said in Aylesbury on Tuesday.

More than 30,000 people were infected with deadly viruses while they were receiving NHS care between the 1970s and the early 1990s.

The 2,527-page report from the Infected Blood Inquiry, published on Monday, found the infected blood scandal β€œa β€œcatalogue of systemic, collective and individual failures” and there was a β€œpervasive” cover-up to hide the truth.

Some 3,000 people have since died.

What caused the blood scandal?

The NHS sourced around 50% of its blood and blood-derived products from abroad, including the USA. In the USA, donors were paid for giving blood, which attracted people from groups which were more likely to have hepatitis C or HIV. Blood was initially not screened for the viruses.

It is hard to feel anything except a deep and burning sense of shame over the UK’s infected blood scandal. Of course, the NHS delivers life-saving treatments every day but the final report from the contaminated blood inquiry has laid bare a devastating and abject failure of the health service and the state to care for patients over years.

It could hardly believed to be possible but this disaster, an entirely avoidable tragedy for thousands of patients, manages to cast shade on the Post Office scandal. It carries echoes of Hillsborough, Grenfell and Windrush as the ultimate example of the powerful protecting themselves over the powerless.

Sir Brian Langstaff’s report confirms the worst of what we already knew. Some 3,000 people died after 30,000 were given contaminated blood products or transfusions from the 1970s to the early 1990s. It tells us that this was no accident, they were failed by the medical establishment.

Infected blood scandal: who will get compensation, and how much will they get?

People infected as well as close relations of victims or those caring for victims will be eligible

Who will get compensation?

People across the UK who were directly and indirectly infected with HIV, hepatitis C and hepatitis B will be eligible for compensation.

How will the compensation scheme work?

Compensation will be awarded in five categories:

  • An injury impact award, to recognise the physical and mental injury the infection has caused victims.
  • A social impact award to acknowledge the stigma or social isolation.
  • An autonomy award.
  • A care award.
  • A financial loss award.

The amount of money people receive will also depend on the severity of infection they suffered in relation to the government’s bands, laid out as follows:

  • Hepatitis B or hepatitis C acute, defined as an infection shorter than six months.
  • Hepatitis C or hepatitis B chronic, defined as infections longer than six months.
  • Hepatitis C or bepatitis B cirrhosis, which left long-term liver damage.
  • Hepatitis C or hepatitis B – decompensated cirrhosis
    HIV.
  • Co-infection of HIV and hepatitis C or hepatitis B.

How much compensation will victims get and when?

Payments of Β£210,000 will be made to living infected beneficiaries, those registered with existing infected blood support schemes and those who register with the support scheme before the final scheme becomes operational, the Cabinet Office minister said.
