Trump administration officials’ use of Signal came under scrutiny after The Atlantic reported earlier this year that Hegseth, then-national security adviser Mike Waltz and several other Cabinet-level officials discussed highly sensitive plans for a military strike against Yemen’s Houthi militants in a Signal group chat that inadvertently included The Atlantic’s editor-in-chief Jeffrey Goldberg.

What To Know

In one instance, Hegseth directed his aides via Signal to notify foreign government officials about an ongoing military operation, the Journal reported. The defense secretary also used Signal to coordinate media appearance, plan foreign travel, manage his schedule and discuss other unclassified but sensitive issues, the report said.

The Journal reported that Hegseth set up many of the Signal chats himself and sent messages from an unsecured line at the Department of Defense, as well as from his personal phone.

The former Fox News host drew sharp backlash when Goldberg reported that he was mistakenly included in a Signal group chat in March where the defense secretary discussed extremely sensitive details about a military strike against Houthi targets in Yemen.

At the time, the strike had not yet been carried out and Hegseth included information about a specific target, the timing of the strike, weapons systems and precise attack sequencing, according to screenshots of the conversation that Goldberg published.

Goldberg reported that Waltz—who was removed as national security adviser last week—was the one who initially added him to the chat, which also included Vice President JD Vance, Secretary of State Marco Rubio, CIA Director John Ratcliffe, Director of National Intelligence Tulsi Gabbard and several other senior national security aides.

Hegseth has vehemently defended his reported conduct and he and the White House have insisted that no classified information was disclosed in that conversation or in others they’ve had using Signal.

Shortly after The Atlantic’s story was published, it was also reported that Hegseth shared details about strikes in Yemen in a second group chat that included his wife and brother.

Marc Polymeropoulos, a former senior US intelligence officer, told the Journal: “The use of personal phones and commercial apps introduces unnecessary risk. Signal is considered unclassified by the government for a reason. It’s clear that U.S. government systems are having a hard time keeping up with the required pace of business.”

Hegseth previously defended his use of Signal for sensitive discussions, writing on X: “So, let’s me get this straight. The Atlantic released the so-called ‘war plans’ and those ‘plans’ include: No names. No targets. No locations. No units. No routes. No sources. No methods. And no classified information. Those are some really s***** war plans. This only proves one thing: Jeff Goldberg has never seen a war plan or an ‘attack plan’ (as he now calls it). Not even close.”

The Pentagon’s acting inspector general, Steve Stebbins, announced last month that he would investigate the defense secretary’s use of Signal.
