Many American workers received $1,200 in stimulus money from the government. Some got nothing at all. America’s churches got $7.3 billion.
When the COVID pandemic struck America it became necessary for Washington to provide for the millions of Americans who lost their jobs or homes from the pandemic shock. The Paycheck Protection Program was granted $659 billion to help small businesses and nonprofit groups keep their doors open and their employees on the payroll. The program was intended to benefit businesses or non-profit groups with under 500 employees. One unexpected recipient of this program was the Roman Catholic Church.
After lobbying by religious groups, the Trump administration threw a bone to religious organizations and offered religious organizations a waiver to the 500 employee cap. This meant instead of all churches, schools, and other organizations in a diocese grouping their employees into a single total, making many ineligible due to their size, each could apply as an independent, “small” entity. A Catholic financial officers’ organization says a survey of its members tallied approximately 9,000 Catholic-affiliated recipients. According to AP News, millions are going to dioceses that have paid huge settlements or sought bankruptcy protection because of clergy sexual abuse cover-ups. The U.S. Catholic Church alone received at least $1.4 billion in funding and possibly as much as $3.5 billion under the program, according to an analysis by the Associated Press, using data provided by the Small Business Administration.
A report from the US Small Business Administration notes that over 88,000 loans were given out to “religious organizations”, amounting to $7.3 billion. Civic and Social Organizations received $1.6 billion and “Other Non-Profits” received $4.6 billion. Religion-adjacent organizations, like private religious schools, were not included in that figure according to the president of American Atheists Nick Fish. This implies that even more money was given to private religious schools despite the fact that federal funds can not be used to “fund religious worship, instruction, or proselytization.” While it is true religious schools can use said funds to provide non-religious social services, whether this is how the taxpayer dollar will be actually used is impossible to say.
A specific waiver of the 500 employee cap for religious organizations possibly set off an important legal tripwire. Many people have objected to the loans as a violation of the separation of church and state. The Supreme Court established in its court case Lemon v. Kurtzman that government conduct involving religion (1) must have a secular purpose, (2) must have a principal or primary effect that does not advance or inhibit religion, and (3) cannot foster an excessive government entanglement with religion. Providing the 500 employee cap waiver to religious organizations and not secular organizations could be argued to advance religion by providing resources to religious organizations that secular organizations could not obtain on similar grounds.
Another obvious concern is corruption. It is no secret that President Trump’s base is more religious than their Democrat counterparts. The growth of Evangelical Christianity has been fueled almost entirely by white supporters of former President Donald Trump, who began to embrace an evangelical identity after he was elected. The number of white Evangelicals surged from 25% of the adult U.S. population in 2016 to 29% in 2020, according to a Pew Research survey in September. Channeling funds meant for small businesses into churches would satisfy Trump’s Christian crowd and motivate them to stay loyal to the Trump family. America’s richest pastors are worth hundreds of millions of dollars and the churches they build and preach in can go into similar price ranges.
Regardless of the enigmas of law and politics, for every dollar that went to a church a dollar did not go to a struggling business or a family behind on rent.
