Netanyahu’s Civil Service Chief Pick Under Scrutiny Amid Recommendation Letter Scandal

Israel’s acting civil service commissioner Roi Kahlon attempted to have his predecessor sign a highly flattering letter of recommendation intended for Prime Minister Benjamin Netanyahu but was refused, amid allegations that his credentials have been misrepresented.
Kahlon sought the letter, which he wrote himself, to pave the way for his appointment – but former civil service commissioner Daniel Hershkowitz refused to sign it, saying that its content did not reflect the facts.
The self-written letter said: “In the course of my work with him, I have seen his high professional abilities, his deep understanding of the public system, and his outstanding administrative skills.”
Hershkowitz disassociated himself from the letter, saying that Kahlon had in fact never advised him, and that their contact had been minimal.
Netanyahu announced in December that he intended to appoint Kahlon as acting civil service commissioner, one of the most sensitive positions in the civil service. At the time, in a letter to Attorney General Gali Baharav-Miara, Netanyahu wrote that Kahlon had “a substantial background in senior management in the civil service” and attached Kahlon’s resume.
Responding on behalf of Baharav-Miara, Deputy Attorney General Gil Limon asserted in December that there were legal impediments to Kahlon’s appointment due to “considerable and fundamental disparities between the way in which attorney Kahlon’s professional experience and personal data were presented and existing reality.”
Limon noted that although Kahlon had presented himself as a special adviser to Hershkowitz, “no supporting factual foundation [had] been provided” to support the claim.
Limon’s legal opinion was adamant: “It has been found that attorney Kahlon’s professional experience and personal data don’t allow him to be seen, even approximately, as an appropriate candidate to fill the senior position of civil service commissioner in general [or] temporarily.”

Prime Minister Netanyahu ignored Deputy Attorney General Limon’s letter questioning Kahlon’s qualifications and decided to appoint Kahlon nonetheless.
A short time later, Haaretz revealed that when Kahlon was seeking to be appointed to his prior position in the Prime Minister’s Office – as head of the effort to combat crime in Israel’s Arab society – he had exaggerated his resume.
Following Haaretz’s reporting, Baharav-Miara ordered a disciplinary investigation against Kahlon, who was recently questioned under caution, meaning as a suspect of wrongdoing himself. Haaretz has learned that Hershkowitz is one of the witnesses in the case and has also been asked to provide his account of the letter that was drafted in his name. He declined to comment when asked by Haaretz.
Moreover, one of the qualifications for Kahlon’s previous job in the Prime Minister’s Office was managing a budget of at least 10 million shekels [$2.8 million]. Kahlon signed a statement at the time saying that he worked at the Forma Club fitness center between 2005 and 2007 and that he managed it during his last year there.
Doron Jacob, former owner of the club, told Haaretz that Kahlon worked as a sales manager “and was responsible for three [or] four employees.”
Regarding the fitness club’s revenues, Doron Jacob said, “The turnover was around 100,000 to 150,000 shekels [about $41,000] a month. There’s no way that it would come to 10 million shekels on an annual basis.”
The day after Limon issued his response in December, Kahlon attempted to obtain the letter of recommendation from Hershkowitz, addressed to the prime minister.
“I find it a privilege and a pleasant duty to recommend Attorney Roi Kahlon for the position of civil service commissioner or acting civil service commissioner,” the recommendation letter said.

“I believe that Attorney Kahlon is the most fitting candidate for the position. During my tenure as commissioner, I’ve had the privilege of working in close cooperation with Attorney Kahlon,” it added.
“During years of working together and in many consultations, I have seen his deep judgment from up close, his legal-administrative understanding and his extraordinary ability to navigate between maintaining integrity and human sensitivity.”
